Suggest Remedy For Red Itchy Blotchy Marks

my 15 month old son has these red blotchy marks but only on his arms and legs and they're covered. they don't seem to itch. His torso and face are not covered, they are completely smooth. the blotches seem to be a little warmer than the rest of the skin that's not covered. what could it be?
