Suggest Remedy For Reddish Spot Directly Under Neck

im a 52 white female that had a lot of sun exposure in the 70's and early 80's only. My entire chest and neck (except for one white spot directly under my neck) is very red and and it never goes away except if I touch the skin. It turns white for a second only. The skin is smooth and it does not itch or bother me except for the visual which is drastic. It looks like a sandpaper rash except smooth. Is there anything I can do for it?
