Suggest Remedy For Rigidity In The Foreskin

Hi my cousin is 10 yrs old and has no father.. I told him to pull his foreskin back properly but it will not retract. It can only retract to just below the urethral opening. At Wat age should he pull it back and is this dangerous if it does not retract all the way? Thanks Steve
