Suggest Remedy For Severely Dry And Chapped Skin Around Anus

It seems that i may have something of a severely dry or chapped skin around my anus. I've had this for the past 8 months and figured it would go away if i kept it moisterized and clean. I live in the Pacific Northwest and i don't drink that much water during the day. It feels like little paper cuts when i'm in the shower. I've seen cuts around the sensitive skin. I don't know what it is. I've consulted a doctor whom basically said to "live with it" and it's very disturbing, she gave me cream for hemroids but it's not inside my body but surrounding the sensitive skin on the outside. Any idea on what it is?
