Suggest Remedy For Skin Ailments

hallo Doc, am 27 years old Ugandan(black) i have very small white or pale itchy patches on my skin more itching increase when one is scratched more especially on my legs when i apply lotion they tend to like disappear but then in the morning they are very dry and the affected area tends to get lighter than my normal skin please help because am so scared
