Suggest Remedy For Skin Patches On Thigh With Itching

Hi, i am an adult male 34yrs old and ve a problem that has been bothering for last two years. i ve big round patches around my inner thighs. my skin itches and rips. the older skin keep going off and a new one is pinkish. but i ve pain on either the testicals or the penis it self. i always feel wet even in colder days and it does really itch more during the colder season. its very embarassing to scratch myself in public. can you please help doc?
