Suggest Remedy For White Ring/patches Of Skin Around The Mouth

I am 24 years old, black, 5'7. Over the past couple of months I had intense skin peeling around my mouth, and after that passed I've been left with a very noticeable white ring all around my mouth. Nothing I do has been able to get rid of it, can anyone shed any insight as to what it is and how I can make it go away?
