Suggest Treatment And Pain In Foot

Hi my husband stepped in a hole yesterday and hurt his foot. He heard it pop when it happened. He can only bear a very small amount of weight on it and cant move his toes very well. There isnt any bruising, there is some swelling. Does this sound like somthing is broke?
