Suggest Treatment For COPD, Enlarged Heart And Cough

I am very concerned about my mum who is 85 ....she had some tests at our local hospital yesterday ..via a cardeologist ..diagnosis COPD ..enlarged heart ..coughing & wheezing when I took her ...early hours of morn she had to be taken to A &E oxygen nebuliser. Penicillin. ..why was this not picked up by doctor at the time ?
