Suggest Treatment For A Small Penis In A 11 Year Old Boy

Sir, My 11 yrs old son has a very small genital,compared to boys of same age group. we have observed that he makes himself comfortable by urinating quiet frequently. At the age of 5, i saw a small and thick white membrane sticking over one side of his penis head(beneath the skin).It was peeled of easily by a doctor and said there is nothing wrong in his penis. But seeing no growth in the size of his penis, we are anxious to see a doctor at Trivandrum. Can u please give us an apppointment on a saturday/sunday.
