Suggest Treatment For A Small Red Bump On The Stomach

My boyfriend recently discovered a small red bumb right where his belt usually lies at ( right below his belly button). His belt and button on his pants were irritating it and now, approximately 1 week later, there's a small patch of red sores that itch him and are sore when touched. They look like little blisters. This isn't on his genital area at all. At first, I thought it was an ingrown hair because of where it was located and what it looked like. My question is: Is it herpes? and Can herpes be in that location?
