Suggest Treatment For A Swelling On The Penis

My son's penis seems a bit swollen and a little red. The whole thing right up the shaft. I dont know if it was blood flow or what but he seemed a little irritated when I was wiping him with a wipe while changing his diaper. Dont know if this is something I should be concerned about?
