Suggest Treatment For An Enlarged Tongue

I have a student with an down syndrome and austism. He also has an enlarged tongue. He has no speech. Has a lot of feeding problems and he has sleep apnea and snores. His nose consitently runs and he licks everything in sight. Do you think tongue reduction is the way to go and do you know of anyone that preforms this delicate surgery (we live in Maryland right outside of Washington DC)?
