Suggest Treatment For An Infection On The Foreskin

Hi Doc. I have a ring of kin on the tip of my foreskin that is itchy, has a white flaky texture and constricts if i don't stretch it on a regular basis. It also causes me pain if i have an erection and it seems that the skin has "burst or split" in some places. Also it makes pulling the foreskin back painful and especially painful when i have an erection.

Can you please tell me what this mite be and what I need to do to have the problem solved.
