Suggest Treatment For Black Dots On Legs After Hair Removal

After I shave I have black dots all over my legs. I guess it's because I have black thick hair. Or do I just have dark pores? Anyway, How do I get rid of them? I've used nair and that didn't work. The black dots were still there. I don't have this problem everywhere thankfully. It's just my legs.
