Suggest Treatment For Black Scar All Over By Legs

Dear Dr.,
I have some question regarding to my both legs, m now 29 years old I got black scar all over my both legs since I was 12 years old cos I got disease that I dont know how to call in English, it's bother me for more than 5 years then all those wound was gone but give me lots of scar on my legs n hands, I dont have money to treat it so I just let it be.. Now I feel worry so much as dark scar still stay with me for whole life no treatment to remove and come back to my normal skin when I was 11. I dont have buget to treat as I dont have money, m from Cambodia. My question is there anything I can do to remove black spot scar on my skin with cheapest price cos m here dont have money for treatment more than 18 years so could u pls advice n help with all ur kind is very useful n meaning full for my entire life?
