Suggest Treatment For Bloating And Difficulty In Urinating

My father in law is in the hospital and they told him his level was 3.5 and he feels bloaded its been four days and he havent gone to the batroom and it very hard for him to urinate he had a kidney transplant 12years ago is there a way those levels can come down to normal
