Suggest Treatment For Blotches

I have recently experienced red blotches on my face/neck/chest. I can't link it to anxiety or drinking. It does not look like Rosecia. When it happens, the "pattern" never changes. My nose gets red and on each cheek. I also have red blotches on my neck and chest. The part of my neck just under my chin is normal with very distinctive red blotches around it. It almost looks like I sat outside and got sunburned and where the sun hit is where I got the burns. What on earth could this be?
