Suggest Treatment For Blotchy Patches And Red Bumps On Arm

i have red blotchy patches on my arm with mild little bumps. also un relatied i think, my chest/neck always looks like it is sun burned, i frequently get askes if i am sunburned when i have not even been in the sun. there is no rash jus redness, its been this way for years and i have finally had enough. any suggestions?
