Suggest Treatment For Brain Cancer

Hi, my friend has been diagnosed with brain cancer. He s undergone surgery, chemotherapy, and radiation. He was told that the tumor has enlarged. He was not told the stage. He is a patient at the VA. Where can he get a second opinion? He does not have any other health coverage.
