Suggest Treatment For Bump Near Penis Head

veiny looking blob right under the skin of my penis right below the head. just appeared. its not sore, warm to the touch, or causing any discomfort at all. It does feel a little hard and bumpy but over laying skin moves freely over it. what could this be?
