Suggest Treatment For Bumps In Genital Area

For years I have had "outbreaks" on my vagina near my thighs, & right in areas where hair grows (never inside my vagina or near my labia). I have been told that they are hair bumps that come from shaving. I stopped shaving for 6 months or more & did not have any raised bumps, although I have found that in one specific area the buump still felt like it was under the skin, and has not gone away & it has been over a year. It has not bothered me pain wise, and hasn't had a head or opening. It got so smooth, that hair stopped growing in that specific area. Now, I started shaving again to test it & the same area & a place above it, as well as another area I shave has raised, while still very smooth is painful & looks like it may drain anyday now. Help!
