Suggest Treatment For Cancer In Kidney

My sister had one kidney removed due to a tumor that had cancer in it. Does she need to be cancer free for 5 years before she can be put on the transplant list. She said her other kidney is not functioning well and may need to be put on the list and is asking me to be a donor. She is 65 years old and has sugar dibetis.
