Suggest Treatment For Child Having Enlarged Clitoris And Yeast Infections

My 4 year old has an enlarge clitoris. This has persisted since birth. I have spoke to several doctors about it with no help to relieve. She is continently irritated by clothing and diapers ( she only wears diapers at night). She consistently has yeast infections. We shower her, we wash lightly with baby wash and then spray her down with water. Including having her squat and spraying down there. During the day we often have her run around in a dress with no panties in order to help relieve her of the pain. We have used cream for yeast infection which usually works for a bit the. It returns. Now what?
