Suggest Treatment For Chronic Calf Pain

I am a triathlete and have suffered from chronic calf pain. I have been able to dimish the pain by wearing the right sneakers with orthotics. Unfortunately the right calf continues to cause me tremendous pain. I have been able to determine it is the soleus muscle and stretch that muscle before during and after a run to no avail it still causes me great pain. I am beginning to wonder if the chronic pain is nerve pain. More specificaly superficial fibular nerve. My calf stays numb and tingly for days after I run. I have zero pain, while biking or swimming. there is only pain while running. If it is nerve pain what can I do to treat the pain, and heal the injury.
