Suggest Treatment For Chronic Neck Pain After Injury

I suffered a neck injury from coming to an abrupt stop while driving a bus. This happened 2 years ago and 2 years of off and on physio as well as anti-imflammatories have not improved my pain. An MRI was done and showed pinching on the C5 and C6 vertabrae as well as osteophylates (bone spurs). I am experiencing chronic pain in the neck and shoulder and my physiotherapist told me today that I was showing no improvement and to discontinue physio. The specialist says that the only thing that will help is medication and physio but I have shown no improvement after 2 years of this. What is my next step?
