Suggest Treatment For Clusters Of Blackheads On Lips

I am a 23 year old male have had clusters of blackhead like bumps on various spots on my lip line for months. have tried cleansers and black head scrubs. also was perscribed tetracycline and tretrinoin cream with no avail. what are these and what can i do about them? can provide picture if need be. please help.
