Suggest Treatment For Congestion And Phlegm

I have had phlegm congestion since Jan. 12, it eased up from the 17th - 20th, then started up again. I dont have a sore throat, or a cough. I do cough up what I can. When it fist started I had a bit of a fever, for a day at the most. My voice is very rough. What can I get over the counter / and or from a doctor.? I aready am on codeine, for chronic pain. I used to use promethezine suppositories. Would that be suitable? I was goin to get nose spray. but my sinus is clear. I haven t actually had a flu since 1997. Restless in Spokane
