Suggest Treatment For Constant Skin Peeling From Face

My daughter has Ehlers Danlos and we are looking for a doctor to address the constant peeling skin on her face. it flakes several times a day and we've tried all products. What type of doctor should I look for? We went to a plastic surgeon, but he wasn't very helpful, would a dermotologist be better or are there specific specialists for sking issues? Perhaps someone that deals more with burns and things? Please help direct us. We are near Harrisburg or Hershey PA.
