Suggest Treatment For Cracks On The Foreskin And Reddish Penis

hello doctor..
there is cracks on my foreskin and my top of penis is red , the cracks are pain full while opening and covering foreskin.
it since so long. i visited a urologist he is saying its due to diabetes only.
he advised me keep clean that part nd use coconut oil only it will be cure but . no relief.
is there any medicine to solve my problem..?
