Suggest Treatment For Dark Circle Under Eyes

Hi Doc. I have a black skin and lately undearneath my eyes (to the right and left side of my nose) I start having a lighter color patchs which anyone can notice it. If I cry and the tears fall it hurts a lot, I easily feel the pain after I wash face and it is dry. What can I do?
