Suggest Treatment For Dark Red Blotches On The Legs

my 87 yr old mother, she is 5'2" and weighs about 7 1/2 stone, gets dark red blotches on her legs which upset her..says she feels unclean, she washes her legs twice daily and uses a moisturiser. she has a heart problem, been on wharfarin for many years.
