Suggest Treatment For Darkened Hands And Face

dear sir, i am G ANIL aged 30 years and diabetic for 3 years , my face and both hands darkend due to hyper pigmentation. i also underwent chemical peeling but the problem not solved . an ayurvedic doctor said that it is due to DIabetes , i am confused whether it is hyper pigmentation or skin disorder due to diabetis , please suggest me a best solution to over come this.
