Suggest Treatment For Darkening Of Skin

Hi I am from india, residing in middleeast. i have skin darkening problem. this problem started when i was 10 yeras old and now i am 21. i dont know whether it is skin pigmentation or sunburn i use sun screen lotion daily. i have problem only on my face and neck. Can send you a picture upon request
