Suggest Treatment For Difficulty Bending Of Knee

I had knee surgery four years ago my left me till the kneecap torn ACL and then 10 it s on my side of my knee and not a debris point I m bone my right knee I feel like is doing the same thing I can t bend down and get up for the life of me I want it swells like if I have fluid in my knee I don t know what to do it locks on me and if I hit the ground I m not getting up I m 50 in April should I have the surgery on my right knee I was scoped
