Suggest Treatment For Difficulty In Breathing

Hi, I have got breathing difficulty. one side of my nose is permanently blocked & when i run or jog ( which I have stopped doing now) my nasal breathing stops & i just start breathing from my mouth. and its the same at night. also my nose is runny 24/7 . & sometimes when i clean my nose i find blood with mucous ? my gp has diagnosed it as hay fever allergy , i never had any before ? please help
