Suggest Treatment For Dry And Itchy Skin On Feet/ankles While Having Dermatitis

I have suffered from dermatitis for twenty-eight years. My hands ,ankles,instep and toes of both feet. My feet are hyperpigmentated the skin come of in layers. it gets dry and itchy and infected. In addition i am depigmentation in small white spots . Wearing shoes get difficult some times and i wear pants all the time.I am not a Diabetic,hypertensive only anemic. please help.
