Suggest Treatment For Dry And Itchy Skin

Hi! I've had itchy skin for about a year now. My legs are covered with scabs and bruises from scratching. I've been to several doctors, a few of tem said scabies but I've been treated for that over 3 times. My skin is so dry and cracking, mainly my hands. Red dots come and go on my arms. Does this sound like anything familiar ?
