Suggest Treatment For Dry Irritated Skin Around The Base Of Penis

Hi doc I have been diagnosed with HPV. I at first had a few flat warts on my penis but I had them frozen off and they were gone no problem. In the past 4 months or so I have been experiencing dry and irritated skin around the base of my penis. I ve had small areas where it looked like my skin had cracked from being dry and it is painful. I ve tried lotion, aquaphor, vitamin E oil and a few different soaps. Please help me fix my penis. Thanks, Matt.
