Suggest Treatment For Dry Patches On Face

Hi doc. I am an african american male with dry patches in my head. The spots are white and flakey and itchy. The hair in that section of my head often falls out easily and hair is light in quantity in that area of my head. I also have bumps under my chin....how do I heal with these conditions. Help pls.
