Suggest Treatment For Dry Penis Foreskin

for some reason lately, the skin on my penis has gotten chapped and dry. I wash it in the shower, apply lotion afterwards and do everything I can to keep the skin normal. But the biggest issue is after I urinate, and after I try to "get it all out", there is off coarse a few drops that end up on your pants or whatever. When this gets on my skin, it's extremely painful. Is there anything I can do to help my skin?
