Suggest Treatment For Dry, Scaly Skin In Diabetics

Hi, my father is 55 year old. His skin is vERY DRY skin. Especially below the knee. now it looks like broken skin and watering. and smalling also. Please note that he was a diabetic. but always under control. Please suggest a solution.
