Suggest Treatment For Dry Skin On Tip Of Penis With Painful Red Mark

For a while now I've had dry skin on the tip of my penis it sometimes is painful ,when the dry skin is not there there is a slight red mark there .also when I pee it comes out to the left and peeing also hurts slightly .
What can this be and how can i get it to go away? I'm very concerned please help
