Suggest Treatment For Eczema

My son keeps getting this. Starts off looking like bug bites 1-3 very itchy, raised round bumps. Then after a day or two it spreads into an inflammed red patch, irregular shaped. After several days, it is a bit flaky on top like its peeling. We live in the Pacific Northwest and we have snow on the ground. I have washed all of his bedding and a new one started again. All have been on his legs but today new ones on his forearm. He does have a history of mild excema.
