Suggest Treatment For Flakes And Cuts On Penis Skin

My boyfriend has been having problems with his penis. He is uncircomsised and his skin under the foreskin gets very moist and covered in white goop. (we thought it was my secretitons after sex that stay behind but its not). If he dosnt clean it right away, his skin flakes of and created tiny little cuts everwhere. His penis "head" on the other hand is very very dry and wrinkly and cracks. He has gotten a few little red bumps here and there, but not too many. He says it feels like nerve endings that exploded or something....

We have been together for 5 years and its never done this before. Its been happening for the last 2 weeks. Please help
