Suggest Treatment For Hearing Loss

Sir, while i was tenager,i was attacked with bell's palsy.due to this diseases i lost my hearing capacity at above 90 %.i am able to hear cdma mobiles's ring tones however,i could not release what is the meaning of the voice(ring tone) .shall i able to hear in future? is there any rehabilation me to recover my hearing capacity? i am already employed in the govt. of maharashtra as a sr.clerk. therefore ,i need only a software which will be helf me to able me to better hearing voice. what is dragon naturally speaking software? is it helpfull for me ?
