Suggest Treatment For Hip Pain

i am experiencing extreme pain in my outer hips that extends through my inguinal and is also part of my very lower back, pain medicines such as hydrocodone do not help at all. My joints there have also been locking up then when i go to move they pop painfully. Neither heat nor ice helps. It hurts whether i am resting or moving. What is wrong, what should i do?
