Suggest Treatment For Irritation Under The Penile Head

I have an irritation under the the head of my penis. It looks like veins or tributaries It flares up after sex (I use a condom) or when I am under a lot of stress. I have treated it with Neosporin and Aquaphor. It subsides but never fully goes away. It has been going on for at least 8 months Please advise
