Suggest Treatment For Itching In Clitoris

I have severe itching at the base of my clitoris under the hood (skin). A very very thin white layer almost opaque can be scraped off using a tissue but once I do that it get very itchy. What could this be? I have been tested for clamydia, gonerah, tric, yeast and all negative.
