Suggest Treatment For Itching Inside The Foreskin After Circumcision

i am 28 years old and have been performed circumcision few years back but adequate skin was not removed due to which there is a constant itching inside the foreskin.I do not have diabetics but have mild blood creatinine fluctuations.could you pls tell me whether i can once again go for recircumcision under local anesthesia as general anesthesia may not be appropriate for kidneys.
